The western coast of Aceh was the worst hit among all areas affected by the December 26 tsunami. In the district of West Aceh (Aceh Barat), the town of Meulaboh and the surrounding four sub-districts (kecamatan) Meureubo, Johan Pahlawan, Samatiga and Arongan Lambalek lost whole sectors of its population. On less than 5% of the total area of the district (2927 km2) these four sub-districts include 58 percent of the district population before the Tsunami (Data Pokok Tahun 2004 by Pemerintah Kabupaten Aceh Barat, 2005); all economic activity of the District centres on the coast and damage to market and transport infrastructure affects the people inland as well.

Farmers plus trade chain operators have a mutual dependency, and loss of market channels has aggravated the Tsunami and earthquake impacts in Aceh and on Nias. A comprehensive assessment of the damage to the natural resources as well as on the livelihoods of the coastal zone population in West Aceh and Nias will be used to develop action plans. These actions will include targeted rehabilitation in the affected areas with economically valuable tree crops based on site-tree matching, remote sensing and soil data. Local people with support from local institutions (CBOs and NGOs) will be fully involved in the damage assessment, plan development and implementation. Local production of high quality planting material is planned for which farmers will receive necessary trainings and other support. The long term recovery plans include local processing facilities for tree products and developing special markets and trading in developed countries for products from natural disaster affected areas.
