Background
It is now eleven months after the chaos of the tsunami disaster in Aceh. Following this horrific event, the needs were urgent, and
response plans were swiftly made. Many organizations from Indonesia and all over the world provided support in many forms. However, while much support has been provided to the communities affected by the tsunami, the situation is still far from ideal.
After the early concentration on infrastructure
development, many programs are now focusing on improving livelihoods of the local
communities, and considering their varying long-term needs. However, at a local level,
the transfer from planning to action is still slow. There is an urgent need to
provide a better bridge analysis and action.
The areas that need attention range from coastal to
mountainous landscapes, and from city centres to rural locations. Sources of livelihood also vary,
but four of the most common are fish, rice, rubber, and cacao. This diversity needs to be well
understood while planning the next stages of rehabilitation. In the transition from relief to rehabilitation,
the aim should be to achieve livelihoods better Than those from before the tsunami.
Objectives
The meeting will seek to acknowledge the diverse conditions of the pre-tsunami landscape and livelihood strategies in Aceh and to provide an opportunity to reflect on progress and issues in the current phase of post-Tsunami rehabilitation along Aceh’s west coast. Later, the discussion will address how rehabilitation efforts at farm level can become better prepared for the coming changes in infrastructure, identify issues that require additional research and knowledge sharing. It is hoped that this will enhance the network between active development and relevant research agencies.
Programmes
The meeting will consist of presentations to be followed by discussions. The discussion will aim to understand the pre-tsunami condition of the livelihoods of the tsunami affected area, to share experience and knowledge on the progress and issues in the current phase of rehabilitation efforts, to identify problems and opportunities for better progress of future rehabilitation efforts. Hopefully this will lead to a common understanding on how rehabilitation efforts at local and farm level can become better prepared.
Participants
Participants will include the representatives of organizations and government agencies actively involved in rehabilitation efforts for agriculture, agroforestry, forestry and livelihood issues, along Aceh’s west coast. These include researchers and resource persons from research institutions, universities, and government agencies.
