SEANAFE launches Forestry Policy Education Project

SEANAFE undertakes its third theme project on Enhacing Forestry Policy Education in collaboration with the Regional Community Forestry Training Center (RECOFTC) starting 23 June to October 2008.  The project aims to strengthen capacities of faculty members from SEANAFE member institutions in teaching forest policy analysis and effective communication, and produce teaching materials in national languages in support of the first objective.

SEANAFE believes that strengthening capacities in policy analysis and communication leads to the formulation of more effective forestry and agroforestry policies, which ultimately contribute to the network's aim of improved livelihoods and sustainable natural resource management.

The 5-month project will consist of 3 main activities, namely:  (a) an introductory workshop on forestry policy process on 23-27 June 2008 at RECOFTC, Bangkok, Thailand; (b) individual practicum on developing a relevant policy research reports in July-September 2008 in the respective work stations of the participants; and (c) writeshop on communicating policy research findings and developing teaching materials also at RECOFTC.

A total of 16 faculty members from 15 SEANAFE member institutions have been selected to participate in the project.  They are as follows:

Indonesia         : Dr. Dodik Ridho Nurrochmat, Ms. Susanti Ari, Dr. Muhammad Ridwansyah and
                             Dr. Pitojo Budiono

Laos                  : Dr. Anoulom Vilayphone and Mr. Souksompong Prixar

Philippines       : Dr. Arturo E. Pasa, Mr. Richmund A. Palma and Mr. Jose Noel Villavicencio

Thailand            : Dr. Pasuta Sunthornhao and Dr. Khwanchai Duangsathaporn

Vietnam            :  Dr. Cao Thi Ly (Mrs.), Mr. Do Van Nhan, Mr. Nguyen Quoc Binh and Ms. Nguyen Thi Thuy                                Phuong

The project is expected to produce the following outputs:

  1. A Teacher's Guide on Forest Policy Analysis based on the materials used and lessons learned during the training
  2. A set of up to 16 case studies analyzing forest-policy related issues
  3. Policy briefs summarizing key messages and recommendations for each case study
  4. PowerPoint presentations and other communication methods with key messages and recommendations that are designed to “stick”.

On the other hand, the project is expected to have the following outcomes:

  1. Enhanced understanding of the policy process and a step-wise approach to policy analysis.
  2. Enhanced capacity to conduct policy analysis.
  3. Upgraded skills in communicating and presenting results of policy analysis.
  4. Strengthened education in forest policy through the provision of rich and topical teaching materials.
  5. Establishment of an informal policy analyst network in SEANAFE member countries.
