1. Finance Officer

As a result of expanding work in different projects and CGIAR Research Programs (CRPs), ICRAF Vietnam is seeking a open-minded, dynamic and energetic Finance Officer (FO). Under supervision of Vietnam Office Manager (OM), the FA will assist OM and also other researchers to support the smooth operation of ICRAF Vietnam office and projects. The successful candidate will be expected to perform the summary tasks as follows:

Duties and Responsibilities

Task 1: Financial and accounting function

  1. Prepare vouchers and financial transactions to be accurately and timely recorded in project/office accounts in accordance with ICRAF/Donors’ requirements;
  2. Prepare all expense payments and disbursement according to provisions and conditions as stipulated by ICRAF requirements;
  3. Maintain databases for financial information and proper finance and accounting system at ICRAF office.
  4. Coordinate with building service, service suppliers and arrange receipt/copy of expense to be paid;
  5. Contact/paper drop to/with Bank, Dipserco or tax authority as requested;
  6. Follow-up the Travel Authorations/advances and its clearance/Trave Expense Report;
  7. Assist to prepare financial reports and budget estimation

Task 2:  HR and others

  1. Assist to staff recruitment: announcement, screening, filing and updating applicants database; contacting and arranging for the interview;
  2. Assist in following up pension scheme and health insurance for staff, Personal Income Tax (PIT) with local authorities as regulated by Vietnam Government;
  3. Maintain and update the inventory list of the office
  4. Other related tasks assigned by the Country Coordinator or OM

Qualifications and Skills Required:

  • Being a Vietnamese national
  • Holding at least Bachelor degree in finance, accounting, administration or related discipline:
  • Having at least 5 years experience in finance, accounting or related field
  • Being enthusiatic; self-directed; well organized and dynamic
  • Able to manage a range of activities to deadlines and challenges
  • Excellent command of written and spoken English
  • Excellent interpersonal skills and ability to work well in multicultural teams
  • Good at MS Office package, specially in Excel and Access and accounting software.
  • Experience in working with NGO or foreign-funded project is a merit

Terms of offer

This is a Nationally Professional Fixed Term position with a competitive salary and benefits package.

  • The contract is for a period of 2 (two) years, with high possibility of renewal, subject to 3 (three) months probation period, assessment of performance and availability of resources.

2. Research Officer in Hanoi

As a result of expanding work in the field of gender issues and CGIAR Research Programs (CRPs), ICRAF Vietnam is seeking a mature, open-minded, dynamic and energetic Research Officer. Under supervision of Vietnam Country Coordinator (CC), the Research Officer will assist ICRAF Vietnam country coordinator with the following tasks:

Duties and Responsibilities

The successful candidate will be expected to perform the summary tasks as follows:

  1. Implement social science research including design, data collection, conceptual frameworks, literature reviews, analysis, and report writing, with close collaboration from senior scientist.
  2. Arrange, manage and monitor collaboration with partners to carry out capacity building trainings, workshops, and researches.
  3. Engage in project evaluation at project end.
  4. Author or co-author research -based publications such as journal articles, working papers, and policy briefs.
  5. Actively engage in exploring new funding opportunities for Vietnam and SEA region. The work will include concept notes and proposal development by ICRAF- Vietnam team together with regional and global scientists.
  6. Engage in partnership and capacity-building: liaising with donor and government stakeholders and national partners for the implementation of the annual plan, as well as ICRAF operation in Vietnam
  7. Assist in impact analysis of agroforestry research

Qualifications and Skills Required

  • Must be a Vietnamese national
  • Holding at least a Master Degree with from 4-year experience in environment or natural resources economics or related fields, with working knowledge on the following topics:
  • Payments for ecosystem services (PES) mechanisms including REDD+;
  • Governance and political economy of natural resources management
  • Socio-economic impacts of agroforestry and natural resource management interventions
  • Gender in agriculture and natural resources management
  • Drivers of land use change
  • Proficiency in English written and oral communication
  • Proficiency in social science statistical packages (e.g., SPSS)
  • Having proven ability in managing stressful working situation and team work spirits;
  • Having proven skill of communication and negotiation, writing reports and documentation;
  • Having excellent command of English
  • Willingness to travel around the country, or abroad
  • Readiness to conduct fieldwork in remote parts of the country
  • Ability to work in interdisciplinary teams
  • Well organized; able to meet deadline
  • Willing to learn new skills/knowledge related to the scope/content of the specified projects.
  • Demonstrates effective written and verbal communication skills
  • Generates creative, practical approaches to overcome challenging situations
