Agroforestry and Forestry in Sulawesi: Linking Knowledge with Action

Kabupaten Jeneponto di Indonesia memulai merancang strategi untuk mata pencaharian dan perlindungan alam yang berkelanjutan

Pemerintah Kabupaten Jeneponto secara resmi memulai menerapkan strategi mata pencaharian dan perlindungan alam yang berkelanjutan, disimbolkan dengan penanaman pohon bersama dengan Bupati di Desa Rumbia pada tanggal 16 Maret 2016.

Desa Rumbia dipilih sebagai lokasi penanaman pohon bersama dalam lokakarya terkait strategi mata pencaharian dan perlindungan alam (LCS), yang difasilitasi oleh AgFor (Agroforestry dan Forestry) Sulawesi dikarenakan wilayahnya merupakan salah satu yang terkering di Kabupaten Jeneponto.

“Walaupun Rumbia kering dan panas, terdapat banyak tempat yang dapat dikunjungi: air terjun, merupakan titik puncak dimana kita dapat menikmati pemandangan yang indah dan juga masyarakatnya yang ramah. Menanam lebih banyak pohon lagi yang disimbolkan oleh Bupati dapat sangat menginsipirasi masyarakat untuk berbuat hal yang sama. Salah satu alasan kami memilih Rumbia untuk kegiatan ini adalah untuk memulai ‘menjual’ bidang pariwisata kami.” Kata Rahman Mas’ud, Kepala Kecamatan Rumbia.

“Menanam pohon merupakan langkah awal dalam meningkatkan lahan dan pemeliharaan lingkungan. Ini bukan merupakan kali pertama untuk saya dalam hal menanam pohon bersama dengan masyarakat dan tentu saja bukan juga merupakan kali terakhir. Terima kasih untuk AgFor karena telah menyediakan bibit”, kataBupati Jeneponto, Iksan Iskandar, selama berlangsung kegiatan penanaman pohon.

Kegiatan penanam pohon merupakan tahap pertama dari lokakarya jasa lingkungan dalal LCS, “merubah bentang alam dari kabupaten ini jelas memerlukan usaha yang besar”, tambahnya. Di depan lebih dari 45 peserta lokakarya, Bapak Iskandar mengundang semua peserta untuk dapat dengan aktif berpartisipasi dan terlibat dalam penerapan LCS dan mempraktekkannya di rumah masing-masing ke depannya.

Lokakarya ini difasilitasi oleh proyek World Agroforestry Centre, Agroforestry dan Forestry di Sulawesi: Menghubungkan Pengetahuan ke Aksi (AgFor), yang mana memulai kegiatan proyeknya pada 2014 di Kabupaten Jeneponto dan Gowa. Walau demikian, di Sulawesi Selatan, AgFor telah memulai lebih awal di Kabupaten Bantaeng dan Bulukumba.

AgFor berkomitmen untuk menawarkan harapan bagi petani melalui pelatihan dalam hal pertanian dan didanai oleh Departemen Luar Negeri Kanada dan program penelitian terhadap hutan, pohon, dan pertanian CGIAR, sejak 2012-2016. Setelah menetapkan proyek nya di Sulawesi Selatan dan Sulaweis Tenggara, proyek AgFor memulai beroperasi di Gorontalo pada awal 2014.

Proyek ini menerima sambutan hangat, lokakarya tentang pembibitan, pengelolaan komoditas hasil panen dan pertanian dihadiri secara antusias oleh para petani, beberapa LSM, dan perwakilan dari pemerintahan local. Memasuki tahun terakhirnya, proyek AgFor telah memulai fase strategi pascaproyek dengan pemerintah local, para pihak dan masyarakat – salah satu kegiatannya adalah lokakarya ini.

Meneruskan kegiatan penanaman pohon, adalah kata sambutan dari Bapak Iskandar dan presentasi juga sesi diskusi bertempat di Kantor Kepala Kecamatan Rumbia.

Dalam kata sambutannya, Bapak Iskandar sekali lagi berterima kasih terhadap AgFor untuk komitmen dan kerja kerasnya di lapangan kerja nya, “sudah mulai terlihat perubahan pola piker dari masyarakat dalam memelihara sumber daya alam. Rumbia merupakan tempat yang baik untuk menerapkan pertanian. Kita dapat melihat banyak bibit-bibit baru yang tumbuh dan menghijau sepanjang jalan ini sampai ke area air terjun. Hal ni merupakan perwujudan dari hasil kerja keras semua orang.”

Selanjutnya setelah kata sambutan adalah penjelasan dari Bapak Pratiknyo Purnomosidhi, coordinator proyek AgFor untuk Sulawesi Selatan, tentang kegiatan proyeknya di provinsi, terutama di Jeneponto, “Rumbia memiliki banyak potensi-potensi tersembunyi yang belum terpakai – sumber daya alam, masyarakat desa yang pandai dan pemerintahan yang kooperatif. Hal tersulit adalah merupah pola pikri masyarakat. Kami memulai di kelompok kecil di Desa Ujung Bulu yang mana sekarang sudah dapat menjadi contoh yang baik bagi yang lainnya.  Hal ini jelas membutuhkan waktu dan usaha yang besar, namun bersama kita bisa.”

Berdasarkan hasil penelitian, AgFor bersama dengan pemerintah dan rekan local, Balang, telah menerapkan sebuah strategi untuk mata pencaharian dan perlindungan alam yang berkelanjutan. “Kami menerapkan kegiatan kami di Jeneponto menggunakan metode partisipatif – dimulai dari survei awal, pembelajaran dasar, proses pemetaan dang lokakarya. Dan hal ini membutuhkan kerjasama dan komitmen dari semua orang”, kata Adam Kurniawan, Kepala LSM Balang.

Sesi presentasi berakhir sebelum istirahat makan siang dan diikuti oleh sesi diskusi dimana para peserta dibagi ke dalam dua kelompok untuk mendiskusikan pengamplikasian dari LCS yang berkelanjutan.

“Hasil yang diharapkan dari lokakrya ini merupakan seri selanjutnya dari dokumen LCS dan merupakan rencana kerjasama semua pemegang kekuasaan dalam menjelaskan apa yang perlu dilakukan masing-masing pihak – setelah mendengar semua presentasi dari hasil penelitian pagi ini”, kata Atiek Widayanti, coordinator komponen jasa lingkungan proyek AgFor. ‘The road is still long to achieve our goals: land and water conservation planning, village-owned enterprises (BUMDES), the legality of participatory mapping results and as mentioned by Mr Iskandar previously, to recognize the potentials of ecotourism in the forests.‘

“Hasil dari lokakarya dan diskusi hari ini adalah awal yang baik untuk pencapaian pemetaan. Dimana juga dapat menguntungkansemua orang di kabupaten ini, bukan hanya masyarakat desa Rumbia”, kata Bapak Andi Armawi Pakihi, Sekretaris Bappeda dalam kata penutup nya. “Saya percaya kita semua sekarang sudah termotivasi untuk menciptakan Jeneponto yang lebih hijau dan menjadikannya tempat yang lebih baik. Banyak terima kasih kepada AgFor dan Balang untuk mendukung kami dalam menciptakan sebuah strategi menuju mata pencaharian dan perlindungan alam yang berkelanjutan.”‘
