Improving the Management of Peatlands and the Capacities of Stakeholders in Indonesia (Peat-IMPACTS Indonesia)

Kubu Raya, 14/09/2022. ICRAF Indonesia bekerja sama dengan Dinas Pemberdayaan Masyarakat dan Desa (DPMD) Kabupaten Kubu Raya menyelenggarakan kegiatan Lokakarya Menuju Desa Gambut Lestari di Kabupaten Kubu Raya, pada Rabu, 14 September 2022.

Kegiatan ini merupakan muara dari berbagai hasil kajian lapang yang telah dilaksanakan oleh para Peneliti Muda Gambut (PMG) Kalimantan Barat sebagai bagian dari upaya #PahlawanGambut di Kalimantan Barat.

Temuan-temuan dari kajian lapang telah dirangkum menjadi sebuah dokumen berjudul “Peta Jalan Gambut Lestari” yang disampaikan kepada 27 desa yang sebelumnya telah dikunjungi oleh PMG sebagai lokasi penelitian. Melalui lokakarya ini, dokumen tersebut dibahas bersama para pemangku kepentingan dari tingkat desa, kecamatan, dan kabupaten, untuk mendapatkan masukan bagi langkah pengelolaan lahan gambut lestari di 27 desa tersebut.

Kegiatan dibuka oleh Bupati Kabupaten Kubu Raya, H. Muda Mahendrawan, SH, MKn, yang dalam sambutannya menyampaikan keyakinan dan optimismenya akan masa depan pengelolaan lahan gambut di Kab. Kubu Raya.

“Kita yakin dan optimis dengan Kubu Raya, karena lahan gambut sudah menjadi bagian kehidupan kita, tinggal kita memperkuat perlakukan untuk memberikan kontribusi bagi diri kita sendiri, bumi kita dan bagi dunia ini,” ujarnya.

Lebih Lanjut Bupati mengatakan, “Jika sumberdaya di desa bisa dikelola dengan baik maka tidak akan pernah habis. Jika desa bisa mandiri pangan maka inflasi ekonomi juga bisa ditekan, karena yang paling besar dari biaya rumah tangga adalah biaya pangan.” Bupati juga berterima kasih kepada ICRAF dan mitra pembangunan lainnya, dan berharap agar penelitian ICRAF dapat memperkuat program-program yang akan dilakukan ditingkat desa dan dapat turut serta mendukung kemandirian pangan.

Turut hadir dalam kegiatan lokakarya, Kepala Dinas PMD Kubu Raya dan OPD Kabupaten Kubu Raya, OPD Pemerintah Provinsi Kalimantan Barat, perwakilan kecamatan, perwakilan 27 Desa area penelitian, dan mitra pembangunan yang ada di Kabupaten Kubu Raya dan Provinsi Kalimantan Barat.

Dalam sambutannya, Kepala Dinas Pemberdayaan Masyarakat dan Desa (DPMD) Kabupaten Kubu Raya, Drs. Jakariansyah, MSi, mengatakan, “Para kepala desa hari ini diundang untuk bersama-sama berbicara tentang apa saja hasil penelitian yang telah dilakukan. Harapannya, hasil penelitian tersebut dapat menjadi bagian dari kebijakan yang diterapkan bagi pemberdayaan masyarakat di desa maupun kabupaten, baik secara ekonomi maupun pembangunan.”

Jakariansyah juga berharap agar kedepannya desa-desa yang terpilih dapat menjadi pelopor dan garda depan bagi desa-desa lainnya, serta dapat membuat kebijakan dan memasukkannya di dalam Rencana Kerja Desa (RKD) setiap tahunnya, nantinya DPMD dan para mitra pembangunan seperti ICRAF Indonesia akan bersama-sama mendampingi.

Sementara itu, Koordinator Program Peat-IMPACTS, ICRAF Indonesia, Feri Johana, dalam pernyataannya mengatakan, “Hari ini ICRAF bersama DPMD Kubu Raya, mitra pembangunan, perwakilan camat dan desa, bersama-sama melakukan diskusi terkait kegiatan penelitian yang telah diadakan di 27 desa oleh 55 Peneliti Muda Gambut yang hasilnya terangkum dalam Dokumen Peta Jalan Gambut Lestari. Tindak lanjut dari kegiatan ini akan disusun rekomendasi yang dapat digunakan untuk pengelolaan lahan gambut bagi peningkatan kesejahteraan masyarakat desa, yang hasil akhirnya akan difinalisasi oleh DPMD.”

Menurut Feri, nantinya akan ada follow-up dengan kegiatan-kegiatan nyata di tingkat desa, khususnya di enam desa terpilih yang akan menjadi tempat kegiatan percontohan. Kegiatan akan dikembangkan melalui pembuatan komitmen dari para pihak dalam melakukan program pembangunan di desa-desa sekitar kawasan gambut, dengan berbagai inisiatif pengembangan model bisnis yang merupakan aspirasi dari masyarakat melalui berbagai proses diskusi awal yang sudah dilakukan di tingkat desa. Pengembangan model bisnis ini akan disempurnakan pada saat kegiatan lapangan yang akan dilaksanakan di masing-masing desa terpilih.

Dokumen Peta Jalan Gambut Lestari (PEGARI) juga secara simbolis diserahkan oleh Bupati Kubu Raya kepada perwakilan desa terpilih yang akan menjadi lokasi percontohan kegiatan, yakni Desa Kubu, Bengkarek, Radak Dua, Permata, Pasak, dan Sungai Asam. Dokumen tersebut kemudian dibahas di dalam sesi Diskusi Terfokus (FGD) untuk mendapatkan masukan dan perbaikan.

Dokumen PEGARI merupakan hasil penelitian yang dapat digunakan untuk menyusun strategi pengelolaan dan restorasi gambut pada desa-desa pada Kawasan Hidrologis Gambut (KHG) Sungai Terentang-Sungai Kapuas dan Sungai Kapuas – Sungai Ambawang di wilayah Kab. Kubu Raya. Proses penyusunan dilaksanakan secara bertahap dan melibatkan berbagai pihak di desa, melalui wawancara, survei rumah tangga, maupun diskusi kelompok terpumpun. Analisis data kemudian dilakukan di tingkat desa.

Dokumen PEGARI tersebut disusun dengan alat bantu ALLIR (Assessment of Livelihoods and Landscapes to Increase Resilience) atau ‘Penilaian Modal Penghidupan dan Bentang Lahan untuk Meningkatkan Resiliensi’.

Susunan dokumen PEGARI terbagi menjadi empat bagian. Pertama, membahas mengenai karakteristik penghidupan desa di lahan gambut Sumatera Selatan. Kedua, menjabarkan strategi peningkatan penghidupan berkelanjutan masyarakat pada kawasan hidrologis gambut. Ketiga, peta jalan peningkatan penghidupan berkelanjutan yang terdiri dari opsi intervensi, kelembagaan, faktor pemungkin, dan perubahan perilaku dalam menuju desa gambut yang lestari. Keempat, merupakan bagian penutup berupa ringkasan dari masing-masing bab yang telah dijabarkan sebelumnya.

Diharapkan dokumen yang telah disusun dapat memperkaya informasi dan memperluas pandangan pemangku kepentingan dan masyarakat desa terhadap berbagai opsi penghidupan lestari di dalam ekosistem gambut. Dokumen ini juga dapat digunakan sebagai rujukan bagi rencana pembangunan desa maupun pemangku kepentingan terkait lainnya, baik pada tingkat kabupaten, provinsi, maupun nasional.

Pada sesi dialog, salah satu perwakilan desa yakni Kepala Desa Permata menyampaikan bahwa selama ini telah ada banyak penelitian ataupun program di Desa Permata oleh berbagai lembaga, dan mereka (masyarakat desa) seringkali hanya menjadi objek penelitian ataupun kegiatan, sehingga Ia berharap pada program ICRAF kali ini mereka dapat lebih dilibatkan sebagai subyek, dan program yang dilaksanakan dapat berkelanjutan.
