Improving the Management of Peatlands and the Capacities of Stakeholders in Indonesia (Peat-IMPACTS Indonesia)

Sebagai bentuk komitmen bagi pembangunan perkebunan kelapa sawit berkelanjutan, Pemerintah Provinsi Sumatera Selatan melalui Dinas Perkebunan, bersama para pihak terus melanjutkan kegiatan penyusunan Rencana Aksi Daerah Kelapa Sawit Berkelanjutan (RAD-KSB) Provinsi Sumatera Selatan.

Kegiatan RAD-KSB kali ini dikemas dalam bentuk Focus Group Discussion (FGD) selama dua hari, 1-2 September 2022, di Ballroom Hotel Aryaduta Palembang, dengan tema “Focus Group Discussion: Penetapan Program Kegiatan Prioritas dan Pleno Rencana Aksi Daerah Kelapa Sawit Berkelanjutan (RAD-KSB) Provinsi Sumatera Selatan.” FGD ini merupakan kegiatan yang ketiga, setelah sebelumnya Sumsel melaksanakan Lokakarya pada 27 Juli 2022, untuk menghimpun masukan dan menginventarisasi program atau kegiatan prioritas daerah, serta menyusun draf matriks rencana aksi RAD KSB Provinsi Sumatera Selatan.

Penyelenggaraan FGD terbagi kedalam dua sesi. Pada sesi pertama, FGD difokuskan pada pembahasan tentang program/kegiatan prioritas daerah dengan keluaran program, kegiatan, dan indikator yang akan ditetapkan. Adapun sesi berikutnya ditujukan untuk menyepakati rencana penulisan RAD KSB Provinsi Sumatra Selatan.

FGD melibatkan para pihak dari unsur OPD Provinsi Sumatera Selatan, Balai Konservasi, Tim Restorasi Gambut Daerah (TRGD), Asosiasi Pengusaha Sawit maupun Asosiasi Petani Sawit, Akademisi, Lembaga Penelitian Perguruan Tinggi, NGO / Mitra pembangunan Sumsel, dan lainnya.

Sekretaris Dinas Perkebunan Sumatera Selatan, Dian Eka Putra, MSi, dalam sambutannya menyampaikan, “Hari ini merupakan FGD yang ke-3 untuk menetapkan program prioritas daerah dan akan dibuat pembagian kelompok bahasan yang disesuaikan dengan 5 komponen sebagaimana diamanatkan dalam undang-undang (RAN KSB), yakni penguatan data, penguatan koordinasi dan infrastruktur, peningkatan kapasitas dan kapabilitas pekebun, pengelolaan dan pemantauan lingkungan, tata kelola perkebunan dan penanganan sengketa, serta percepatan pelaksanaan sertifikasi ISPO dan akses pasar”.

Lebih lanjut Dian mengatakan, “Kegiatan ini merupakah langkah lebih lanjut bagi RAD KSB Sumsel dan harapannya sebelum akhir 2022, RAD-KSB telah selesai disusun dan dapat dilaksanakan oleh Disbun serta seluruh stakeholder yang terkait dengan komoditas kelapa sawit di Sumsel.”

Mandat penyusunan RAD-KSB menjadi peluang bagi pemerintah Provinsi Sumatera Selatan dan para pihak untuk dapat mewujudkan komitmen dan rencana ke depan dalam perbaikan tata kelola sawit secara berkelanjutan. RAD KSB merupakan arah pembangunan perkebunan kelapa sawit yang berkelanjutan dengan mempertimbangkan aspek ekonomi, ekologi, dan sosial budaya.

Feri Johana, Koordinator Proyek Peat-IMPACT, ICRAF Indonesia, dalam pernyataannya mengatakan, “Penyusunan RAD KSB di Provinsi Sumatera Selatan merupakan tindak lanjut dari pengelolaan bentang lahan berkelanjutan dan pengelolaan gambut melalui skema pengembangan komoditas yang diusahakan berdasar prinsip-prinsip kelestarian  untuk meningkatkan kesejahteraan masyarakat dan pengurangan resiko lingkungan, sehingga prosesnya haruslah bersifat inklusif dan berbasiskan data dan informasi terbaik saat ini.”

Penyusunan RAD KSB di Provinsi Sumatera Selatan tentunya menjadi bagian integral dari pengelolaan lahan yang berkelanjutan dengan pelibatan para pihak, dimana pengelolaan lahan berkelanjutan untuk pengembangan komoditas yang bernilai ekonomi tinggi menjadi salah satu bagian penting.

Pada perencanaannya, penyusunan rencana pengembangan komoditas berkelanjutan tersebut memerlukan program, kegiatan dan indikator yang jelas dan sesuai melalui suatu wadah koordinasi dan konsultasi yang melibatkan para pemangku kepentingan. Oleh karenanya, penyelenggaraan FGD ini sebagai salah satu tahapan penting dalam penyusunan RAD KSB Provinsi Sumatra Selatan merupakan sebuah keharusan.

Sebagaimana diketahui, pertanian dan perkebunan telah menjadi salah satu sumber penghidupan utama masyarakat Provinsi Sumatera Selatan, termasuk didalamnya komoditas kelapa sawit. Kelapa sawit telah menjadi salah satu komoditas utama bagi masyarakat dengan luasan mencapai lebih dari 1 juta hektar. Dengan luasan yang cukup signifikan tersebut, dibutuhkan perencanaan yang komprehensif untuk dapat mengelola lahan perkebunan kelapa sawit secara berkelanjutan untuk pertumbuhan ekonomi yang selaras dengan komitmen pemerintah untuk menurunkan emisi gas rumah kaca menjadi 29 persen secara mandiri.

Berdasarkan pernyataan Dian Eka Putra, Pemerintah Provinsi Sumatra Selatan juga mendorong para petani kelapa sawit swadaya untuk membentuk kelompok tani, agar bisa memiliki posisi tawar yang lebih tinggi dalam penentuan harga jual tandan buah segar atau TBS. Dian mengemukakan bahwa awal pembangunan kebun kelapa sawit memang lebih ditekankan pada kemitraan. Namun seiring tren harga komoditas yang tinggi, menarik masyarakat untuk turut membuka kebun kelapa sawit secara mandiri.

Jika terdapat peningkatan iklim usaha komoditas sawit, maka pekebun akan mampu meningkatkan produktivitas dan kualitas, sehingga memungkinkan terjadi percepatan sertifikasi ISPO, dan pada akhirnya target SDGs juga tercapai. RAN KSB maupun RAD KSB adalah sebuah kerangka kerja sehingga tujuan utamanya adalah untuk menghadirkan enabling envir    onment atau lingkungan pemungkin bagi pembangunan kelapa sawit berkelanjutan.

Kegiatan penyusunan RAD-KSB Sumsel didukung oleh ICRAF Indonesia sebagai bagian upaya #PahlawanGambut di Sumatera Selatan, dimana sebagian perkebunan sawit di Sumsel berada diatas lahan gambut. #PahlawanGambut adalah sebuah gerakan untuk menghimpun pengetahuan, pembelajaran, pemahaman serta berbagai ide terkait pengelolaan gambut berkelanjutan oleh para penggiat, peneliti, pelaku usaha, petani dan generasi muda di Sumatera Selatan dan Kalimantan Barat.
